It was because he used a domain as his username, when told not to, and is asking for support with cPanel which WHMCS don't own or develop.

You are correct that the Usernames may not be created that contain Website addresses per rule 3.2 you are however incorrect that the ban had anything to do with his question as it was actually something that can be handled in WHMCS. The user will have notes on their login of how to resolve this issue
