Can an Addon Module to Bill VoIP customer be built?

If sohave they just used the API?

We use WHMCS for DSL billing which includes monthly fee but also overage usage, or monthly top ups.

The API is very good when adding features not included 'in the box'

Glad to see someone is using it for data services like DSL as we are looking to do this as well.

How do you go about showing users there download and connection status?

We get it all from our wholesale DSL supplier.. All that info is provided by XML.

Just one last question has does WHMCS work with the XML data?

It's custom coded to work with WHMCS API and custom built client area .tpl files.
