External add new client?

I need to be able to allow another program the ability to create a new client in the WHMCS database.

What's the easiest way to do this? The clientsadd.php file in the admin area is encoded, so I can't use that as a starting point.

Has anyone done this before? Not sure if I can just create a new entry in the clients table and be done with it, or if there are other fields/tables I need to configure.

Where do I add suggestions for API functions?

Such as the add client.... There are times where I would NOT want the "new account information" to be sent to the e-mail address used to signup.

You can edit the Wiki but you might need to create an account to do it.
