2. When an account is suspended manually it would be great if a suspension e-mail was sent, even better would be if when the account was manually suspended a box would appear with a reason and that would also be in the e-mail.

3. It would be nice to see some departments for the helpdesk with the ability to assign different support reps to different departments.

I've added the feature requests you have made to the ToDo list for WHMCS. They may not make it into the next release but will certainly be implemented by V2.4.
Rjnsmith: Currently WHMCS doesn't support departments with seperate operators assigned to them.
