You need to check your WHM/cPanel server firewall, most probably you have CSF or something similar and port 2087 is not open.

I believe there's no longer any free version, besides If memory serves properly it wasn't actually a free version but it was an amount of free queries. You need to check with MaxMind and if you sign with a new account you need to contact them again and ask them to enable the old minFraud types.
