I thought I would suggest the ability to ban whole domain names or partial domains (anything with 'paypal' or 'ebay' within the domain name) to identify potential fraudsters. Maybe it could flag these orders or not allow orders with those domain names to be set up automatically.
These people can set up and leave in a week and you're stuck with a chargeback or worse.
