Perhaps in project management has some ability for administrator to add custom field for each project, also have an ability to upload it outside like to rackspace cloudfiles, softlayer object storage. Similar system like to adding in the downloads area.
So we just put the file links to added, it's kinda wasting time and used many webspace and bandwith just to uploads the files which it's same server we host whmcs.
Perhaps the developer implement this in the next version.
