Paypal --> The credit card details you entered were declined.

I have a large problem with Paypal.

IPN is enabled
API setting is enabled

But all Credit Cards give an error like:
The credit card details you entered were declined.

What can i do?
Is this a Bug?

Paypal Website Payments Pro are only available from the United States, this was the Problem.
We will now use Worldpay.

I know with PayPal Website Payments Pro that your website must transmit information to PayPal in a SSL Secure environment in order to work properly. If you are using an SSL on your site and it's still not working then I suggest submitting a ticket and let Matt or Jeff assist you on this matter
