Where are the cart files?

Can't seem to find the shopping cart files inside of the default theme (Portal)? Just trying to customize them...

What is the best "cart" template to use? (e.g. newest, best functionality, etc..)

why are they in a different folder?

cart and web20cart are the most recent. The others are legacy templates and aren't quite as flexible.
