Looking for a designer

Looking for a designer to do the following.
1. Create a new design from combining parts of my 'old' website into a new template (PHP) I have. (Or even one you may have, not picky as long as it looks good)
2. Intergrate WHMCS into the new site
3. Delete all references to old backend from script
4. And one who must feel confident enough to do as he/she feels best.

I am no good at design work, so I am looking for someone who can do this and make the site look more professional.

The following must be included in the website.
Client Log-in
List of Packages with description and cost
A news area
A link to the forums
And whatever else you feel may be needed.
