Is there an easy way to desing a CUSTOM GATEWAY

Ive tried the following:

To create your own invoiced payment gateway, use the "tco.php" file in the "modules/gateways" folder as a template.

as mentioned in an earlier post, but the file looks as though its encoded and is not editable or at least it looks like it is.

any help?
